Rybak S. The mechanism of ensuring budgetary security of the state in the conditions of the financial relations transformation

The dissertation is devoted to the research of theoretical-methodological and methodical bases of the maintenance of budgetary security of the state in the conditions of the global transformation of financial relations, the substantiation on this basis of the mechanism of its strengthening for the formation of necessary preconditions for sustainable development of the national economy. The basic scientific approaches to the definition of the budgetary security essence of the state (static, resource and criterion approaches) are investigated, the systematic approach is used to deepen the understanding of its content. The application of this approach made it possible to specify the components of the budget security system, to determine the purpose of its operation, to analyze the process of forming the appropriate level of this type of security in the transformation of financial relations, to find out the peculiarities of its interaction with individual elements of the external environment. Among the features of support, the nature of transformation processes within the country's financial system is considered, the features of the financial stability formation in the country through increasing the level of budget security are detailed. Within the dissertation, the comparative-historical method to deepen the understanding of the evolutionary scientific approaches to understanding the nature of budget security and its importance in ensuring the stability of the state budget system is used.
