Durman M. Formation and implementation of state regulatory policy in Ukraine

Object of research: state regulatory policy. Purpose: theoretical substantiation of the essence, content and processes of the formation and implementation of state regulatory policy and the development of scientific and practical recommendations for public authorities to improve these processes at the present stage of the Ukrainian state. Methods: methods of analysis and synthesis, generalizations, historical and logical methods, comparative legal method. Results: an urgent scientific problem was solved on the theoretical and methodological substantiation of the essence, content and processes of the formation and implementation of state regulatory policy, including using advanced foreign experience, and the development of scientific and practical recommendations for public authorities to improve these processes at the present stage of Ukrainian the state. Novelty: conceptual approaches have been developed and a generalized model for the formation and implementation of state regulatory policy has been proposed; it is proposed to consider the processes of regulatory policy not from the position of the state, but from the position of a wider one, which includes both state and public actors involved in the formation and implementation of state regulatory policy; a hierarchy of territorial levels of formation of state regulatory policy and their relationship with strategic documents have been developed; improved: general scheme of preparation, adoption and monitoring of regulatory decisions taking into account the system approach, which can be implemented in the form of spatial multidimensional structure of system knowledge about the field of regulation, classification of methods of state regulation and its graphical reflection; the procedure of implementation of foreign experience in the implementation of regulatory policy in Ukraine on the basis of the most acceptable aspects of regulatory policy of foreign countries by adding stages of control and monitoring of the implementation and effectiveness of state regulatory policy; conceptual and categorical apparatus of the specified purpose of research in terms of meaningful definition of concepts; received further development: conceptual approaches to the formation of models of regulatory decision-making and regulatory regulations by various public authorities in Ukraine, the scheme of analysis and synthesis of regulatory regulations, the possibility of using different economic theories that can be used to form a strategic direction of state development, with the corresponding regulatory mechanisms and tools, several alternative models of formation and implementation of public (state) regulatory policy in various areas of government.
