Romanchukevych Vitalii V. Modernization of the state financial policy of sustainable development of Ukraine

The thesis presents the theoretical generalization and the new solution of an important scientific problem, which consists in the development and substantiation of theoretical, methodological and applied principles of modernization of the state financial policy of Ukraine for the effective financial support of the needs of sustainable development. The first chapter develops the concepts of research on the modernization of public financial policy for sustainable development in terms of improving scientific approaches to the definition of the concepts of "public financial policy", "economic development". Based on a study of their relationship, requirements for public financial policy have been identified. One such requirement is the continuous modernization of public financial policy. The approaches to the classification of public financial policy have been improved by taking into account the interconnections between its levels in the modern architecture of the world financial system. The author proposes his own vision of the structural and functional model of public financial policy. The concept of modernization of public financial policy in the context of globalization is presented as based on the system of complex interconnections between processes of knowledge of modernization of public financial policy, formation of meaningful components and implementation of the chosen course of the corresponding policy in the conditions of internal and external environment. The evolution of sustainable development concepts, the areas of harmonization of sustainable development goals and public financial policies, the content and role of public financial sustainability policies are discussed in the second chapter. The system of obligatory and special attributes of the state financial policy of sustainable development is proposed. Its conceptualization on such dialectical characteristics as essence and phenomenon, content and form is developed. The system of economic-managerial and theoretical-methodological problems that need to be solved at the stages of the process of formation and implementation of the state financial policy of sustainable development is proposed. The content of the course and concepts of the public financial policy of sustainable development are substantiated. The system of interconnections between them is defined in the form of content model of public financial policy of sustainable development. The third chapter presents a comprehensive study of globalization as a trend of modern economic development and as a medium for shaping the modern course of public financial policy of Ukraine. The classification of factors of election and realization of the course of the state financial policy of sustainable development has been worked out and a retrospective analysis of their influence in the conditions of the Ukrainian economy has been carried out. The scientific and methodological approach to determining the level of effectiveness of the implementation of the course of the state financial policy of sustainable development, based on the use of taxonomic indicators of the level of development and construction of the radar of efficiency is offered. The concept of the mechanism of ensuring the state financial policy of sustainable development and the prerequisites for its formation, the improved system of indicative indicators of the state financial policy of sustainable development of Ukraine are presented in the fourth chapter. The main directions of modernization of the state financial policy of sustainable development of Ukraine in the conditions of globalization are substantiated and proposed in the fifth chapter. The proposals on optimization of the managerial component of the state financial policy of sustainable development of Ukraine have been developed. An approach to the choice of innovative priorities in public financial policy has been developed, which is formed as a synthetic approach. It provides for streamlining the tasks of the state financial policy of sustainable development into the priority sequence of their implementation and allows optimizing the state budgeting system. The concept of socially responsible financing / investment has been developed.
