Generalization of the works of economists on the mechanism of formation of the insurance market, made it possible to offer the author's vision of its concept, which includes the following interrelated elements: object (insurance services) and subjects (insurers, policyholders, insurance intermediaries), the purpose in the formation of demand for insurance services and its achievement is based on the principles (economic, legal and specific), also this concept includes financial methods (analysis, control and planning and forecasting); levers, incentives and sanctions (taxes, mandatory payments, licensing, liquidity and profitability ratios, rules for the formation and accounting of insurance reserves, requirements for financial stability rating, rules for providing insurance services, quality criteria for management system, fines and penalties for violations) legislation) and regulatory and organizational and information support.
It is proved that in order to assess the development of the insurance market it is necessary to apply the following methodological approaches: system-element, ie the system consists of individual companies; system-structural, which reveals the way of interaction of individual parts; system-functional, which shows the main functions of the insurance market; system-integration, which reveals the main factors of preservation, improvement and development of the insurance market; system-procedural, which shows what processes are carried out in the insurance market in order to preserve its integrity, improvement and development; system-communication, which shows the relationship of this system with others, both horizontally and vertically; system-historical, which answers the question of how the system arose, what stages in its development took place, what are its historical prospects.
An infographic model of organizing the activities of associations of insurance companies in Ukraine (insurance pools, insurance bureaus, associations and consortia) whose purpose is to: the distribution of dangerous and little-known risks; coordination of insurers' activities in certain areas and types of insurance; coordination of joint efforts of insurers, influence on the system of regulation of the insurance sphere; implementation of joint projects in the insurance sector, the implementation of which in practice is expected to result in: ensuring the financial stability of insurance companies; increasing the efficiency of activities and ensuring the financial stability of the members of the association; development of methodical recommendations and legislative acts on ensuring the development of the insurance market; minimizing the risks of insurance companies by using the effect of scale.
The formation of fundamentally new tasks for the effective development of the insurance market has made it possible to offer a comprehensive system of protection of insurance consumers 'rights, which includes entities that regulate and ensure the protection of insurance consumers' rights (state and corporate institutions); their purpose is to create a quality system of consumer protection of insurance services and provides for the main tasks of the system: improving the mechanism of consumer protection (regulatory, organizational, informational, financial and administrative component); increasing the level of institutional capacity of bodies whose function is to regulate the market of insurance services in Ukraine and protect the rights of consumers of insurance services; raising the level of awareness and information security of consumers of insurance services; restoring the trust of the population and insurance companies and intensifying their cooperation in the field of consumer protection.
