Topchiy O. Modernization of the sphere of housing and communal services of urban agglomerations under decentralization

The dissertation is devoted to the formation of conceptual foundations and development of theoretical and applied foundations of the modernization process of the housing and communal services sphere of urban agglomerations under decentralization and its financial and investment support. The theoretical aspects of management of communal services and features of management under decentralization are investigated. The peculiarities of the methodology of monitoring systems formation, planning and forecasting of development of housing and communal services of urban agglomerations are determined. The methodological approaches to the efficiency of development of housing and communal services of urban agglomerations are proposed. The analysis of financial support of housing and communal services is carried out and the basic directions of ecologically-balanced development of the branch are investigated. It is investigated that among the common options for attracting private capital to the public sector are the following basic forms: contract for works, enterprise management contract, rent, concession, privatization. It is proved that the most effective form of public-private partnership for housing and communal services is concession.
