А conceptual approach to the formation of a management system for the permanent development of a construction enterprise, which takes into account the main factors of strategic competitiveness, the flexible nature of interaction between them and makes it possible to identify the state of the market as a stimulating or constraining fundamental determinant. The proposed approach contributes to a more accurate identification of relationships and patterns in the processes of forming the strategic competitiveness of construction enterprises, since it determines the market requirements of the participants in the investment and construction process as the engine for the implementation of sustainable development goals based on the combination of the triad «Potential for sustainable market development – Potential for sustainable development in construction enterprises –Ability sustainable development» and assumes an assessment of the ability to increase the strategic competitiveness of a construction company based on a combination of a modified «golden» proportion of growth and adjusted, taking into account the measure of confidence, the efficiency coefficient. А methodological basis for assessing the level of a developer's ability to maintain competitiveness, it combines two areas of measurement: economic sustainability and the commercial and reputation component of development using fuzzy inference algorithms. The methodological basis ensures the timely coordination of the content, stages and expected results of the formation of the strategic competitiveness of construction enterprises, allows to increase the level of accuracy of forecasting indicators of competitiveness, to develop a number of additional clarifying parameters within the business system, is achieved by using linguistic and fuzzy inference rules obtained using a hybrid neural network.
