Dissertation proposes a comprehensive solution to the current scientific problem of institutional support of the investment activity in country by developing a methodology for the systematic formation of the institutional mechanism of investment climate development in Ukraine. The content and components of the institutional mechanism of public administration are identify. It is shown that its components are: a set of institutions of public administration and local self-government and other entities involved in the process of formation and implementation of public policy in a particular sphere; and a set legislation regulating the content, process of formation and implementation of public policy in this sphere. The concepts of «public regulation of investment activity», «public administration of investment activity» and «public investment policy» are distinguished. The existing approaches to the interpretation of the category «investment climate» are summarized. The current system of institutions of public administration of investment activity is investigated. It is shown that at the national level, four institutions perform the functions of public administration of the investment activity. These are the Supreme Council; the Ministry of Economic Development, Trade and Agriculture; the National Investment Council under the President; and the Office of Investment Attraction and Support under the Cabinet of Ministers. At the regional level, these functions are distributed between the structural units of local state administrations and local councils. The legislation regulating investment activity is analyzed and problems which prevent the attraction of investments in Ukraine is identified. The types of investment projects that receive state support in Ukraine have been clarified. The problems of implementation of these projects and the main forms of their state support are outlined.
