Marutian R. Intellectual resources of Public Administration in the field of national security of Ukraine

The dissertation research has solved the scientific problem of development of theoretical and methodological foundations of development, use and reproduction of intellectual resources of public administration in the field of national security and on this basis the priority directions of improvement of this process have been determined. The analysis of theoretical, historical and methodological foundations of the research of intellectual resources of public administration was carried out, which allowed to consider that the most adequate methodological basis for the analysis of the state and tendencies of their development is structural-functional, non-functional, constructivist-structural, institutional approaches. The historical features of the development and reproduction of intellectual resources of public administration in Ukraine, including retrospective aspects of these processes, are revealed. The dynamics of the state intellectual resources of public administration were investigated through the analysis of 6 stages of their formation and development, each characterized by cultural, historical and political factors. Complex analysis of the conceptual-categorical apparatus, which is used in the research of reproduction and practical use of intellectual resources of public administration, including in the field of national security, is carried out, and on this basis the author’s interpretation of basic concepts and definitions is scientifically: the components of the intellectual support of the public administration system, which maintain its integrity, are actualized in public administration practice ystupayut driving force for sustainable development, its viability and security: «Intellectual resources of public administration in the field of national security», «National intellectual resources of public administration».
