In the dissertation the actual scientific task which consists in a scientific substantiation of theoretical and methodological bases of transformation of public administration in the conditions of globalization and development of practical offers on perfection of the given process is solved.
The paper offers a scientific vision of the relationship between public administration and the process of globalization, which led to the emergence of new approaches to management within society, such as: replacement of traditional governance, based on the use of power, more flexible; replacement of clear bureaucratic procedures with a focus on increasing the quality of public services. Under such conditions, a number of political, socio-economic and institutional factors led to a new form of public administration, called «public administration».
Improved theoretical approach to understanding the essence of the concept of «transformation of public administration», which should be understood as the process of significant internal restructuring of public administration, which occurs under the influence of external and internal factors and changes its content, form and principles of functioning to achieve a higher degree of organization. , increasing the quality of interaction between these components and increasing the effectiveness of the impact on the socio-economic processes in the country. At the same time, the definition of «globalization» is given, which is a process of deep and intensive development of economy, politics, social sphere, unfolding at the international level under the influence of various global processes (movement of goods and services at the international level, factors of production, development of innovation resources , internationalization of production sectors of the economy, transnationalization, infrastructure development, strategic management) and institutions (institutions of liberalization of goods, institutions of economic regulation, policy and social sphere), which aims to effectively transform and strengthen the influence of global drivers on sustainable development.
The list of the main risks of civilizational development of Ukraine in the context of globalization for our state is highlighted, including: contradiction of dependence on the fact that the world market situation is in a state of fluctuation; the risk of inefficient business activities of companies that cannot compete with foreign suppliers; increasing the level of economic losses from the fact that the statutory requirements declared by some international organizations are met; the risks associated with international terrorism, illegal migration, smuggling of prohibited goods and other consequences of liberalizing the border and customs regime; the risk associated with the negative impact of mass culture on the system of national and cultural values; additional issues of global importance.
