In the dissertation, an urgent scientific problem was solved to deepen the theoretical and methodological foundations and conceptual approaches to improving the mechanisms of state regulation of the development of public-private partnerships (PPP) in Ukraine in order to increase the competitiveness of the state, increase the quality of infrastructure services and the efficient use of budgetary funds, and proposed scientific provisions, approaches and recommendations for their practical implementation in the activities of public authorities of Ukraine. The essence and socio-economic and legal nature of public-private partnership in the conditions of modern social relations are investigated. The basic principles and models of public-private partnership based on the analysis of world experience are summarized. The mechanisms for regulating public-private partnerships are identified. The risks of the state and private owner are identified and classified in PPP projects. The approaches to the policy of the formation and development of public-private partnerships are substantiated. The conditions of development of the system of public-private partnership in the security sector and in the system of inter-municipal cooperation in the context of decentralization of power are revealed. The economic and organizational mechanisms for the development of public-private partnerships in Ukraine are evaluated. Conceptual approaches to the state regulation of the organizational mechanism of public-private partnership are developed. The ways of improving the legal mechanism of state regulation of public-private partnership are proposed. The directions of increasing the effectiveness of state regulation of public-private partnership are determined.
