For the first time in the national science of public administration the dissertation has solved the important scientific problem of integral methodology of state language policy formation in Ukraine, found new theoretical and methodological positions and conceptual approaches to the analysis and estimated the phenomena arising in the course of formation and development of language relations, realization of language rights and performance of language duties. The scientific novelty of the dissertation research is presented through the corresponding scientific results. The expediency of using neo-institutionalism as a methodology for forming state language policy in the context of social transformations, which allows to take into account the relationship between the type / model of language policy and the institutional environment in which it is formed. The role of neo-institutionalism as a strategy for forming the state language policy of Ukraine is substantiated. Within the framework of this approach, it is proposed to introduce the concept of "institutionalization of the state language policy" into scientific circulation - the process of formalizing a set of principles, rules and practices of regulating language relations in public spheres of public life; "Institute of state language policy" - formalized in the rules and regulations of language relations in public spheres of public life. It is argued that institutionalization should cover not only the administrative component of language relations management (eg, language quotas, legal liability), but also managerial (creation of favorable conditions for development, dissemination, language learning, promotion of quality Ukrainian-language content, etc.).
