Essay

The theoretical and methodological principles of achieving social progress by increasing the efficiency / effectiveness of interaction in the system of public management have been substantiated in the thesis for the first time, scientific, theoretical and practical recommendations for coordination of such interaction have been developed and strategic priority for Ukraine has been emphasized. For this purpose, the thesis proposes a new idea of achieving social progress on the basis of building partnerships in the system of public management within the trinity (public authorities, local governments and civil society institutions) which is based on the formation, accumulation and use of its potential. These are significant accomplishments of the thesis: 1) coverage of the components of the subsystem potential of public partnership interaction (functional subsystem includes: informative; communicative; creative; heuristic potentials that form the prerequisites for social progress; resource subsystem includes: financial; human; information; institutional, spatial resources; organizational subsystem which is the presence of organizational structures that are necessary to ensure public partnership; values; experience; competence of participants in public partnership and the coordinating body, etc.). Since such potential is based on the systemic provisions of the law of synergy; 2) the concept of creating an author's association (the Core) which is not directly a part of civil society and is not a part of the administrative apparatus, but acts as a field for interaction, endowed with special functions of public control, has an investigative and supervisory apparatus aimed at improving and enhancing the effectiveness of public partnership in the direction of achieving social progress.
