Essay

Object of research: state regulation of human capital development. Purpose: substantiation of theoretical and methodological bases and development of practical recommendations on directions of improvement of mechanisms of state regulation of human capital development in Ukraine. Methods: logical-semantic; comparative analysis; system-analytical; historical; analysis and synthesis; observation and theoretical generalization; abstract logical. Results: a scientific problem in the field of public administration and administration was solved to substantiate the theoretical and methodological foundations and develop practical recommendations for improving the mechanisms of state regulation of human capital development in Ukraine. Novelty: a systematic and comprehensive study was carried out to substantiate the conceptual foundations of a strategy for state regulation of human capital development in the context of global threats and challenges of our time due to the COVID-19 pandemic; proposed a theoretical and methodological approach to the formation of the concept of state regulation of human capital development; substantiated methodological approach for classifying the regions of Ukraine by the level of human capital use in accordance with the Sustainable Development Goals; improved: theoretical and methodological approaches to assessing human capital at the expense of integral rating indicators - key indicators of human capital development in Ukraine in accordance with the world rating indicators; theoretical and methodological approaches to assessing human capital through integral rating indicators - key indicators of human capital development in Ukraine in accordance with world rating indicators; scientific and theoretical approaches to the development prospects and ways of transforming the system of state regulation of the formation and development of human capital in the context of Ukraine's European integration; were further developed: the conceptual and terminological apparatus of the theory of public administration and administration; substantiation of theoretical and methodological approaches to the study of state regulation of human capital development on the basis of an interdisciplinary approach; generalization of global trends and systematization of conceptual approaches regarding the peculiarities of the functioning of mechanisms of state regulation of human capital development in different countries. Introduced into the activity: the Department of Finance of the Regional State Administration, the Department of Economics and Communal Property of the Kharkiv City Council, the Zinkovsky District State Administration of the Poltava Region, the Department of Family, Youth and Sports of the Executive Committee of the Kryvyi Rih City Council, the Department of Youth and Sports of the Executive Committee of the Kremenchug City Council of the Poltava Region, the National University of Civil Defence of Ukraine. Fields of application: state administration bodies, local authorities and self-government bodies, public organizations.
