Essay

In the dissertation the theoretical and methodological principles of interaction of the state and the public as subjects of formation and implementation of family policy are substantiated, in particular: the basic conceptual approaches to the interaction of the state with the public in the formation and implementation of family policy are systematized and the essence of family policy in Ukraine as a component of social and public a policy based on the dynamic nature of the status of the family (object-subjective), dispositive (contractual) and family-centric (holistic) relations, seim these values (demography, family tradition, etc.) has its own institutions (government and public) performing its main function (general and specific). The essence of the concept of «family policy» is revealed, which in the context of interaction of the state with the public is offered to be considered as a separate direction of social policy concerning the family institution based on dispositive (contractual) relations of family policy subjects (state, public and family) taking into account their multifaceted ties and on joint and several liability. The modern tendencies of family policy development with the participation of the state and the public are determined: active public attitudes and its influence on the growth of quantitative and qualitative indicators of public organizations; change in the vector of social interest in family problems; the transition from total control by the state to the state with redistributed administrative powers between the authorities and the public.
