A model has been designed to show the linkages between the mechanisms of public administration within the system of information and analytical provision of civil protection. That allows for the manager to be provided with the adequate, complete, rapid and useful data, to respond to changes timely and with due quality, to implement the objectives in full and on time. The quality criterion for the operation of the system of information and analytical provision of civil protection of Ukraine is established.
The structure of the system of information and analytical provision of civil protection has been developed. The tasks of the structure concerning the preparation of governing bodies for actions in emergencies are defined based on the complex approach to carrying out research into the training system by administrative levels, professional category and operation modes of the unified state system of civil protection. Regarding interaction of governing bodies in emergencies, a sequence of information and analytical provision for the processes of administration and interaction has been developed, which includes measures to obtain, process, store and deliver the information to the head of the authority. Concerning preparation of the population for actions in emergencies, the main areas for improvement of the information and analytical provision are shown with the emphasis on the use of the latest information technologies, advanced educational means and methods of instruction.
The method for evaluating the effectiveness of the operational staff of the governing body in emergency is suggested as one that is determined by the extent to which their potential is realized. Ways to improve the effectiveness of staff’s work are outlined. An algorithmic model of operation of the public administration mechanisms in the system of information and analytical provision of civil protection has been built, which defines the research criterion, that is seen as the condition when the total number of tasks of the system of information and analytical provision of civil protection the execution of which the mechanism is able to provide is equal to or exceeds the total number of tasks of the system of informational and analytical provision of civil protection, implementation of which the mechanisms must ensure. An algorithmic model for determining the rational method of the operation of the system of information and analytical provision of civil protection using the analytic hierarchy process has been developed as well as the general structure of indicators and criterion for their evaluation. The conceptual-terminological toolkit of the research is clarified. The concept of the system of information and analytical provision of civil protection, the tasks in different modes of the system operation, and the consecutive, parallel and integration methods of the system operation are specified.
The main requirements for the information and analytical provision for managerial decision-making in emergencies are highlighted. They are based on the principles of information suitability, its consistency with the situation and changing circumstances, convenient perception and influence the argumentation of their acceptance due to obtaining adequate, complete, rapid and useful information taking into account time indicators available to the manager.
A method for assessing the operation quality of the system of information and analytical provision of civil protection has been developed, which makes it possible to clarify whether the quality of the system operation is in conformity with the requirements to it in emergencies using an integrated indicator – the extent to which the governing body is provided with the information and analytical support, and the evaluation criterion – achieving the condition when the degree of information and analytical provision that is implemented is greater than or equal to the required one.
A hierarchical model comparing alternative methods of the operation of the system of information and analytical provision of civil protection based on the method of hierarchy analysis has been created. Emphasis is placed on combining the method for assessing the quality of the system of information and analytical provision of civil protection and the hierarchical model of comparing alternative methods of the system operation.
Promising areas for organising information and analytical provision of civil protection of Ukraine are disclosed. The conceptual approach to the development of the mentioned system under current indeterminate conditions is substantiated, in which the problem that hinders the development of the system is considered; analysis of the causes of this problem are conducted, and the reasons for its occurrence are analysed; the purposes of its implementation as well as the need for, the ways and means of solving this problem are defined; and the results expected from its implementation are presented.
