The dissertation is devoted to deepening of theoretical positions, substantiation of methodological bases and practical recommendations on improvement of potential of maintenance of effective spatial economic cooperation in the conditions of decentralization.
The conceptual and categorical apparatus of research of potential of maintenance of spatial economic cooperation is formed. The interrelation and interdependence of the basic definitions and concepts that allows to define tendencies is proved. The concept of capacity building for effective spatial cooperation based on a set of general (regional) and special (spatial cooperation) principles and taking into account the patterns and features of the institutional environment of functioning and inclusive development of regions is substantiated. The organizational and economic mechanism of spatial economic cooperation is developed, on the basis of typology of regions in the branch-demographic section and theoretical and methodological provisions of formation of network interterritorial branch hubs of regional development. The methodological basis of spatial economic cooperation has been improved, which contributes to the use of the existing potential of regional economic systems for the formation of appropriate competitive advantages in the development of regions. The methodological approach to assessing the impact of regional development on spatial cooperation has been improved, which is based on the use of mathematical tools for assessing the resulting model of simulation space. Applied aspects of economic and mathematical modeling of regional potential development are formulated, which provides for determining the relevant blocks (foreign economic activity, investment and innovation development, budget capacity) opportunities to implement appropriate measures, based on the strength of environmental factors and existing capabilities of regional economic systems.
Methodical bases of an estimation of spatial agglomerative development of regions in the conditions of inclusive economy which provide carrying out of etymologization of regions for the purpose of definition of their features in branch and economic development. The classification features of spatial economic cooperation on the basis of the allocation of types of potential are singled out, which allowed to consider the way of interaction and development of separate elements of productive forces taking into account inclusive economy in economic space. Organizational and institutional support for the use of the potential of the regions is substantiated, on the basis of the formed structural and logical model of research of the legislation on regional development operating in Ukraine the basic functions of institutional support are defined. The mutual coherence of the peculiarities of territorial development is substantiated taking into account the processes of decentralization, on the basis of increasing the powers of local self-government bodies in matters of attracting the necessary funds for the implementation of their activities. The characteristics of strategic planning of spatial economic cooperation are highlighted, which are highlighted on the basis of using the potential of the regions. Applied aspects of scenario forecasting of development of spatial cooperation of regions are formed, which is based on the method of economic-simulation modeling and provides for taking into account the influence of factors on these processes with the separation of their strength of influence. Theoretical and methodological bases for determining the priority of spatial cooperation tasks have been improved, based on the use of the potential of regional development and dominant spheres of economic activity. The scenario approach to strategic planning of use of potential of development of regions which consists in substantiation of directions of spatial development on the basis of the developed factor model of potential of development that allows to allocate the minimum necessary level of development of its components depending on realization of various scenarios to ensure spatial cooperation is developed.
