Essay

The dissertation presents a theoretical generalization and proposes a new approach to solving an important scientific and practical problem, which presents a theoretical and methodological substantiation for processes of the formation and development of the mechanism of intellectual capital formation within thediplomatic 40service in public administration as well as thedraft concept forintellectual capital development within the diplomatic service of Ukraine until 2030.It substantiatesthe mechanism of intellectual capital formation withinthe diplomatic service, its importanceand role in the context ofpublic administration.It provides an insight into the essence of the "intellectual capital" concept, basedon the generalization of the definitions of the studied concept provided by scientists, and gives the author's view on the essence of suchcategory as "monitoring of the intellectual capital within the diplomatic service", which is considered as the system of permanent observation over theintellectual, social,mental and physiological characteristics of the diplomatic service representatives including their health, which are necessary for the effective performance of their duties.It substantiatesthat the monitoring of the intellectual capital withinthe diplomatic service should take into account intellectual capitalstructural elements which arethe basis for determination of the set of tasks.The dissertation presents the concept for development of intellectual capital monitoring within thediplomatic service as an integral part of the mechanism ofintellectual capital formationbased on the purpose, tasks and principleswhich are referred by its subject (MFA) to the object trough the system of intellectual capital monitoring within the diplomatic service.Special requirements for employees of the diplomatic serviceare specified: higher education; professional skills in line with the requirements of the Ministry of Foreign Affairs; foreign languages knowledge to performefficiently the duties; excellent health conditions;the absence of any other circumstances that may interfere with the work of the diplomat.
