Krylova I. State regulation of water supply and wastewater in Ukraine

The dissertation substantiated theoretical and methodological provisions and developed practical recommendations for improving the state regulation of water supply and wastewater in Ukraine. The study is based on the position that drinking water is an inalienable human right, and the recognition of the human right to water, water supply and sanitation, ensuring and protecting this right is determined by the main goal of state regulation of the water supply and sanitation sector. The essential components and features of the sphere of water supply and wastewater as an object of scientific analysis and state regulation have been determined. The proposed author's definition of the content of the concepts "sphere of water supply and wastewater", "state regulation of the sphere of water supply and wastewater", "safe water supply". The main historical stages of the formation of state regulation of the sphere of water supply and sanitation in European countries and in Ukraine are determined in accordance with the identified significant systemic changes in this area. The problematic aspects of the functioning of the organizational, regulatory, legal, financial and economic, information and control mechanisms of state regulation of the water supply and wastewater are identified.
