Tiesheva L. Strategic Potential of Innovative Development in the Agricultural Sector of Economy

The existing approaches considering the concept of innovation are generalized. The semantic analysis of the studied category is carried out. The author's vision of the concept of innovation is given. 29 theories of innovations are analyzed and related concepts are singled out between them. It is established that most often they are related to the importance of the factor of scientific and technological development or technological process in economic growth; cyclical economic development; the role of knowledge in innovative development; diffusion of technological paradigm and innovation. The specified stages of the innovations theory evolution were offered. Summarizing the key features of agro-innovation, their definition was provided. The semantic network of the concept “development” is constructed. Clarification of the meaning of the concept “development” is given. The advanced vision of the economic development in the agricultural sector is presented. The morphological analysis of the concept “innovative development” is carried out. The specified definition of innovative development with its peculiarities at micro level, macro level and on a global scale is given. Euler-Vienna circles of the intersection of the concepts of innovation, sustainable, inclusive development, economic growth and institutional transformation are constructed. Factors-determinants of the process of innovation and investment development are determined. The sources for financing the costs of scientific and research work in Ukraine during 2015-2019 are determined. The methodological apparatus for assessing the innovation and investment potential of the agricultural sector of economy is formed. The ratio of the categories “investment attractiveness” and “innovation and investment potential” is considered. Methodological support for a comprehensive effectiveness assessment of innovations is provided. The analysis of existing approaches to determining the components of the institutional environment and institutional structure is carried out. The institutional structure of innovative development has been improved. It is proved that institutes, institutions and mechanisms form the institutional structure, which is characterized by a sufficient level of objectivity and ensures the integrity of the institutional environment. In addition to the institutional structure, the institutional environment includes elites as a subjective component and parametric indicators. The generalization of the existing approaches to considering the nature of the innovation ecosystem as a modern paradigm of innovation development management is presented. The peculiarities of the national innovation system as a classical paradigm of innovation development management are considered. The comparison of these paradigms is made. The structure of the innovative ecosystem for the agricultural sector development of the economy is presented. The functioning peculiarities of the key institutions in ensuring the innovative development of the agricultural sector of the economy are determined. The relationship in the development level of individual institutions in Ukraine and the degree of innovative development of the agricultural sector of the economy is constructed. The process of interaction between state institutions and the level of innovative development of the agricultural sector has been improved.
