Shashyna M. Structural modernization of the regional economy in the conditions of changes in the institutional environment

The dissertation on competition of a scientific degree of the doctor of economic sciences on a specialty 08.00.05 – development of productive forces and regional economy (branch of knowledge – economic sciences). – Chernihiv Polytechnic National University MES of Ukraine, Chernihiv, 2021. The dissertation is devoted to deepening of theoretical positions and development of applied bases as for activization of structural shifts of regional economy in the conditions of change in the institutional environment. The author proposes conceptual and methodological principles of structural modernization of the regional economy, formed on the paradigm of sustainable, inclusive and neomodern, the paradigm of regional systems, the separation of horizontal and vertical measures to enhance economic development in decentralization, due to integration processes. The essence of meaningful characteristics of structural modernization of the regional economy is revealed. The systematization of functional features of structural shifts of the regional economy is based on the isolated structural, systemic, institutional and synergistic approaches, methods of identifying structural shifts and their features in the conditions of institutional changes. The directions of institutional modernization of the regional economy environment are substantiated. The conceptual framework of institutional support of regional development are substantiated with strategies in the areas of convergence, smart specialization and inclusive orientation. The methodical approach of structural modernization in the context of inclusive development of regional economic systems is formed under the influence of smart specialization in the conditions of change the institutional environment. A methodological approach as for determining the level of economic development of the regions is proposed and tested. The approach for assessing the structural modernization of the regional economy is substantiated. It has been perfected the methodological bases for grouping regions by affinity of opportunities and development tendencies. The composition of directions of development of regional economic systems is offered. A sound quantitative approach can predict the level of inclusive development, which considers the weight of the impact of economic activities on regional economic systems. The developed methodological approach as for changes in the institutional environment is been adapted for regions changes.
