Essay

Object of research: processes of functioning of budgetary mechanisms of maintenance of well-being of territorial communities in the conditions of administrative and financial decentralization and realization of policy of regional development. Purpose: substantiation of theoretical and methodological bases of research of well-being of territorial communities, development of scientific-methodical and practical recommendations on improvement of budgetary mechanisms of their maintenance in the conditions of deepening of social and economic differentiation. Methods: system, logical generalization, analysis, comparison and synthesis, structural, factor, economic-statistical analysis, decomposition, spatial autocorrelation, economic-mathematical modeling, strategic and structural-functional analysis, graphic and cartographic. Novelty: for the first time the theoretical and methodological principles of ensuring the welfare of territorial communities in the context of reducing socio-economic differentiation are proposed, a methodological approach to the study of budgetary mechanisms for welfare of territorial communities in deepening socio-economic differentiation is developed, scientific provisions for on the basis of methodological substantiation of complementarity of tools are developed, conceptual directions of ensuring well-being of territorial communities in the conditions of administrative and financial decentralization are offered, the model of transformation of budgetary expenses of compensatory type (social benefits) into budgetary resources of territorial communities of stimulating type is developed; the terminological apparatus of the study by clarifying the essence of the concepts: "territorial community"; "capable territorial community", scientific provisions on structural determination of budgetary mechanisms for ensuring the welfare of territorial communities, scientific and methodological approach to assessing the welfare of territorial communities, methodological approach to studying the configuration of central-peripheral interactions in the region from the standpoint of multilevel hierarchy with the selection of appropriate sections: economic, social, spatial are improved. Scope of use: in the activities of the Committee of the Verkhovna Rada of Ukraine on Social Policy, Employment and Pensions when adopting the new version of the Law of Ukraine "On Social Services"; Committee of the Verkhovna Rada of Ukraine on State Building, Regional Policy and Local Self-Government on the mechanism of division of powers between different levels of public administration; Ministry of Regional Development, Construction and Housing of Ukraine on the development of strategic guidelines for the development of regions and territorial communities; National Health Service of Ukraine on functional risks of primary health care; Ministry of Health of Ukraine on identification of risks of health care reform; Committee on the Organization of State Power, Local Self-Government, Regional Development And Urban Planning in terms of substantiation of organizational and economic principles of ensuring the welfare of territorial communities on the basis of improving the efficiency of budgetary mechanisms; Ministry of Development of Communities and Territories of Ukraine on mechanisms to reduce socio-economic differentiation of territorial communities in the context of modern reforms, in the activities of regional authorities, local governments and other organizations, in particular, Lviv Regional State Administration on public monitoring of local budgets; Territorial Administration of the Accounting Chamber in Lviv, Volyn, Rivne, Ternopil, Ivano-Frankivsk and Zakarpattia regions; Ivano-Frankivsk Regional State Administration in developing strategies and plans for socio-economic development of regions and involving territorial communities in the process of regional development; Department of Economy and European Integration of Volyn Regional State Administration.
