Prav Y. Building and Implementing Public Policy to Promote the Development of Construction Investment Activity of Stakeholder Groups in the Context of Decentralization of Ukraine

The dissertation presents new evidence-based findings and a wide generalization, which taken together address the significant applied research question at issue, that is in the theoretical and methodological substantiation of the processes of building and implementing public policy to promote the development of construction investment activity of stakeholder groups in Ukraine in the context of decentralization with further elaboration of relevant models, mechanisms and research-to-practice guidelines on further improvement of the state regulation policy in building and construction sector of Ukraine. It determines the construction investment activity of stakeholder groups as the main object of public policy to promote the development of construction investment activity of stakeholder groups in Ukraine, which is developed on the basis of institutional, regulatory, investment and economic socially responsible interaction of public administration bodies and economic entities in construction in three areas: statutory regulation of socio-economic relations in construction; public construction management and coordination of the non-governmental economy sector. The paper defines six historical periods in the formation and development of state legal and regulatory framework for socio-economic relations in housing construction and construction investment activity in Ukraine. It sets up requirements to the building and implementation of public policy to attract investments in the economy, designed to lay the ground for a stable capital inflow and the development of construction investment activity of stakeholder groups. It is proposed to form the Regional Construction Investment Promotion Office – a fundamentally new institution to ensure equal interaction between the national and local governments, socially responsible business and civil society organizations in terms of regional management of construction investment activity of stakeholder groups as a specifically organized territorial system consisting of public administration institutions and construction operations, which carries out planning and coordination of investment activities carried out by construction companies. The dissertation substantiates conceptual areas of the public policy to stimulate the development of the construction investment activity of stakeholder groups and develops a few perspective measures for further policy improvement.
