The thesis examined ways of implementing a modern system of solid municipal waste in the combined municipalities which can provide improved environmental security in the region through the introduction of innovative technologies in the management of municipal waste in technologically loaded regions. According to the results of research, a comprehensive assessment of the impact of landfills on the environment, substantiated scientific principles of environmentally friendly ways to determine the morphological composition of municipal solid waste and the impact of filtration water solid waste landfill Zhytomyr UTC on the environment. The paper develops a systematic model of waste management, taking into account the interests of stakeholders and a morphological model of the regional waste management program. The mechanism of forecasting the dynamics of changes in the system of integrated waste management for the united territorial communities is proposed. The method and tools of implementation of the regional program of solid waste management and local action plans for the united territorial communities are proposed, which ensure the increase of the level of ecological safety of the region due to the formation of ecologically oriented logistic waste management system. Methodological bases for the implementation of crowdsourcing for the management of the waste management system in the united territorial communities have been developed, which provides for the formation of the concept of crowdsourcing to solve waste management problems, building a model of eco-crowdsourcing platform for waste management.
