Object - the process of anti-crisis management of the passenger complex of railway transport. Goal - development of theoretical and methodological foundations, methodological approaches and practical recommendations for the formation of a system of anti-crisis management of the passenger complex of railway transport in the conditions of increasing manifestations of the crisis of indifference of the environment of its functioning. Methods - comparative analysis and graphical method, systematization and classification, system approach, modeling, abstraction and logical analysis, analogies and extrapolations, expert and calculation-analytical. Novelty - for the first time: the paradigm of anti-crisis management of the passenger complex of railway transport is formed, which is based on the identification of system-synergetic advantages generated on the basis of activating tools of innovative lability and self-organization; the concept of forming a system of anti-crisis management of the passenger complex of railway transport is developed; the concept of «indifferent environment of functioning of the organization» is introduced into the crisis theory; improved: theoretical and methodological provisions for identifying manifestations of crises in the passenger complex of railway transport; theoretical foundations of strategic anti-crisis management of the passenger complex of railway transport; mechanism for implementing onboarding in the Personnel Management System of the passenger complex of railway transport; technology for organizing lean production in the activities of the passenger complex of railway transport; service-adaptive approach to the development of the passenger complex of railway transport, which is based on the criteria for adapting services to new models of mobility and consumer behavior; the system of perceptual management of the development of railway tourism services of the passenger complex of railway transport; the process of managing the modernization of passenger transport infrastructure by rail in the context of the spread of crisis phenomena; was further developed: theoretical foundations of the evolution of passenger transportation by rail on the basis of a synergetic paradigm; a model of institutional support for the development of multimodal passenger transportation by rail, which provides for the creation of a system of railway passenger hubs; organizational bases of anti-crisis management of the passenger complex of railway transport; a methodological approach to evaluating the effectiveness of projects for the development of railway tourism services by the passenger complex of railway transport; mechanism of investment support for projects to modernize the infrastructure of the passenger complex of railway transport in Ukraine. Results - theoretical and methodological provisions, methodological approaches and practical recommendations for the formation of an anti-crisis management system for the passenger complex of railway transport are formed.
