The dissertation is devoted to the solution of the scientific task - substantiation of theoretical and methodological bases and development of scientific and practical recommendations on development of mechanisms of formation and realization of the state foreign trade policy of Ukraine.
Theoretical provisions of formation and implementation of the state foreign trade policy in the context of formation of the conceptual apparatus and classification features of the studied object are revealed. The role and participation of Ukraine in international trade are considered, the analysis of dynamics and structure of foreign trade (including with the countries of the European Union) is carried out.
For the first time, methodological provisions for the formation and implementation of state foreign trade policy in the form of a model that has a cyclical nature and includes elements: problems in the field of foreign trade (identification and definition of criteria for their evaluation); essence of the state foreign trade policy, its purpose, tasks, principles, resources, subjects, mechanisms (economic, legal, organizational, information), methods (methods of scientific research (general scientific, special), methods of public administration, economic, administrative, legal, organizational, control)), areas of formation and implementation, as well as relationships with other types of public policy.
The organizational and information mechanism of formation and implementation of the state foreign trade policy of Ukraine has been improved in terms of proposing changes in the structure of public authorities and building a model of interaction between the system of government and local self-government. The directions of cooperation between public authorities and international trade organizations are revealed. The mechanism of formation of relations between state and non-state subjects of foreign trade policy is built.
The directions of development of the economic and legal mechanism of formation and realization of foreign trade policy in the conditions of currency risk are formed, in the context of which the position of risk in the sphere of state management of foreign trade activity is taken into account. Strategic directions of development of the state foreign trade policy of Ukraine are offered, which solve the main problem in the field of foreign trade, which concerns the raw material structure of exports in combination with import dependence on goods with high added value.
