In the dissertation the theoretical bases of formation of system of public management of social risks in the course of social transformations are systematized; the methodological components of the formation of the system of public management of social risks are studied; systematized goals, principles and methods of building a system of public management of social risks; the methodical approach to construction of the mechanism of public management of social risks is offered; the foreign and domestic experience of formation of systems of public management of social risks is analyzed; the impact of digital transformations on public social risk management was assessed; the vectors of development of the system of public employment management in the conditions of digital transformations are determined; the conceptual provisions of the gender-oriented model of minimizing social risks are presented; directions of activization of social entrepreneurship are developed; the method of establishing the level of efficiency of public management of social risks is offered; the ways of development of the system of public management of social risks in the conditions of digital transformations are comprehensively presented.
