Essay

Based on the scientific research conducted by the author, a solution to the scientific and applied problem of regionalism is proposed. It is conducting of economic assessment and forming systems of interaction in innovation processes in the region. The relevance of scientific research is due to the crucial role of the processes of establishing interaction between institutional participants in the region to increase the value of interaction and the productivity of the innovation process. According to the results of the study of theoretical and methodological provisions, the work has developed a conceptual approach to the interpretation of the concept of «innovation process of the region» and «system of interaction in innovation processes of the region» within the framework of modern approaches to innovative development. The paper develops a theory of interaction in the innovation processes of the region. The theory determines that achieving a high value of interaction between institutional participants in the region is ensured by increasing the use of the innovation potential of participants, attracting all interested parties to the joint implementation of the stages of the innovation process, combining resources (efforts) based on the principles of coordinating interests and optimizing the cost of interaction. The system of factors that encourage subjects to establish joint activities in the innovation processes of the region is substantiated. The methodological approach to cluster analysis of innovative cooperation of the regions of Ukraine based on the level of innovative activity and the level of innovative cooperation with various partners modelling the impact of indicators of innovative activity of institutional subjects of the region on the macroeconomic indicators of Ukraine based on economic and mathematical methods is improved. A mechanism for forming the utility of innovations, methodological support for determining the price of scientific and technical products of subjects of interaction in the innovation process of the region when concluding transfer transactions, based on economic modelling is developed. In accordance with the typology of interaction strategies in innovation processes of the region, a methodological approach to substantiating the strategy of interaction, which provides for the choice of strategic alternatives in the econometric plane, the quadrants of which are responsible for determining the balance between the utility of interaction, the cost of interaction, sometimes establishing and implementing interaction in innovation processes, which makes it possible to develop the methodological foundations of the region's economic development is developed. A conceptual methodological approach to the economic assessment of interaction systems in innovation processes of the region is formed. This approach separates as objects of assessment the processes of establishing and implementing joint activities in innovation processes of the region, the effectiveness criteria of which determine the level of development of the regional innovation ecosystem in sectoral and spatial aspects, which is the basis for the formation of a strategy for innovative development of regions. A methodological approach to identifying and evaluating factors that encourage subjects to establish joint activities in the innovation processes of the region is proposed. The systematization of tools for ensuring the development of interaction systems in innovation processes of the region is performed. It takes into account the specifics of the region and its business entities, the specifics of science and education institutions, the level of development of innovation infrastructure and covers a set of organizational measures that make it possible to ensure the expanded reproduction of innovative resources, the balance of interests of all participants in the interaction system, adaptation of incentive factors for joint implementation of stages of the innovation process to internal and external factors of the innovation environment and implementation of effective regional policies for the rational use of productive forces. The scientific theoretical and applied results presented in the dissertation work will contribute to the formation and development of interaction systems in innovation processes by means of developing provisions for economic assessment of the system of interaction between institutional participants in the region, by using tools to determine the level of interest of subjects in establishing joint activities in innovation processes, modelling interaction systems in the regional economy, introducing a mechanism for forming the usefulness of innovations, increasing the role of local self-government bodies in establishing interactions in regional innovation processes and the level of competitiveness of innovation infrastructure on this basis.
