In the dissertation the theoretical and methodological bases of public management of regional policy of sustainable development are substantiated and practical recommendations on introduction of the newest approaches of its regulation in modern conditions of the Ukrainian state formation are developed.
The scientific analysis of existing concepts of sustainable development is carried out, the ontology and interrelation of basic categories of the phenomenon of regional policy of sustainable development are investigated, the purposes of regional policy of sustainable development are specified, the historical stage of origin and development of conceptual bases of sustainable development is carried out.
The initial stage (1968–1972) – the emergence and theoretical justification of the principles of the concept of sustainable development, as a consequence of the active greening of science, the problems of overpopulation, overproduction, natural and man-made disasters; II. Political stage (1972–1992) – popularization of the concept, institutional development, development and implementation of practical mechanisms for the implementation of the principles of sustainable development at the global, regional and national levels; III. Stage of socio-political and socio-economic transformations (since 1992 – inclusive) – approval of the strategy of sustainable development by UN member states, proclamation of global 17 Human Development Goals by 2030, development of scientific and expert support, development of mechanisms intergovernmental cooperation and international cooperation in the field of sustainable development.
The world experience of formation, realization and improvement of the policy of sustainable development is studied and generalized, and also offers concerning a possibility of its introduction in Ukraine are developed. In-depth understanding of the role, place, areas of responsibility and functions of local authorities in the implementation of regional sustainable development policy, prevention of existing and probable threats to the life of territorial communities, establishing such an organization of the management process that would promote targeted influence on the conditions and factors that ensure economic socialization of regions through redistribution of resources and creating production, technical and innovative basis for their social development.
The author’s algorithm of introduction in Ukraine of the best world practices of public management of regional policy of sustainable development is offered, in which the strategic purpose is substantiated, ways and principles of their implementation are defined, natural resources, ensuring proper living conditions, as well as reliable protection of the inalienable rights and freedoms of every local resident now and in the future.
The necessity of introduction of the main (single) center which will be responsible in our country for realization of a policy of sustainable development is substantiated; legislative consolidation of strategic priorities of sustainable development; providing end-to-end comprehensive financing for achieving the goals of sustainable development, as well as advanced development of environmental education and culture.
Improved theoretical approaches to defining the phenomenon of «public management of regional policy of sustainable development», which at the present stage of Ukrainian statehood should be considered as a set of goals, objectives, intentions and actions of public (state, regional, municipal) authorities and other actors management aimed at creating appropriate living conditions for self-development of territories, achieving a certain spatial socio-economic and other balance of the country, taking into account the observance of national, regional, subregional and local interests.
Theoretical and methodological bases of mechanisms of public management of regional policy of sustainable development in such basic directions as: organizational and legal maintenance (institutionalization, redistribution of powers), effective financing (decentralization of expenses and incomes) are added; development of a sustainable and inclusive local economy; more optimal use of existing and search for new resources, information and communication support, as well as combining scientific potential, technology and innovation on the basis of digital transformation.
