Savenko K. Economic Security of Housing and Utility Services Consumers: Theory, Methodology, Practice

The dissertation is devoted to the development of theoretical and methodological approaches, methodological bases, and practical recommendations for ensuring the economic security of housing and communal services consumers. Conceptual principles of ensuring economic security of consumers of housing and utility services in the system of economic security of the state as a set of theoretical and methodological provisions for determining the methodological approach, goals, principles and methods, technology (tasks, methods, recommendations) based on the system of relations between government local governments) and executors (utilities, contractors that produce, perform and / or provide housing and utility services) with consumers of services through the use of municipal compliance programs to prevent, forecast, identify and manage compliance risks in the provision of housing and utility services. The conceptual and categorical apparatus of economic security of housing and utility services consumers has been formed. The concept of "economic security of housing and utility services consumers" has been scientifically substantiated. It has been proved that the final result of ensuring the safety of consumers of housing and utility services should be the provision of housing and utility services quality, which is ensured by harmonizing the interests of stakeholders in providing housing and utility services in the system of relations "consumers - producers / performers - authorities". Problem areas in the system of relations "consumers - producers / performers - authorities" have been identified, which allows to identify risks and threats to consumers of housing and communal services and to take measures to minimize them. It is proved that ensuring the economic security of consumers of housing and communal services should be based on a scientific approach to the formation of a system of ensuring economic security of housing and communal services consumers in the system of relations "consumers - producers / performers - authorities". Systematization of institutional levers for managing the economic security of housing and communal services consumers by such groups as organizational, economic, informational, socio-psychological with definition of components for each group, which, unlike existing ones, allows tracking the links between types of institutional levers and tools to influence the level of economic security of housing and communal services consumers in order to ensure the harmonization of the interests of all stakeholders and improve the quality of housing and communal services to consumers. The quality of housing and utility services at the local level has been assessed. Methodical bases of formation of safety parameters of estimation of quality of housing and utility services with establishment of the list of indicators on kinds of housing and utility services which is subject to check of conformity of quality of rendering of service and the quantitative and qualitative indicators characterizing granting to the consumer of housing and utility services of the corresponding quality ensuring the safety of housing and utility services. A methodical approach to a comprehensive assessment of the effectiveness of regional (local) programs aimed at the functioning and development of housing and utility services has been developed. The organizational and methodological tools for the application of the compliance system for ensuring the economic security of housing and utility services consumers have been formed. Methodological bases of formation and use of municipal compliance programs in the system of economic security of consumers of housing and utility services by development of multifactor model of estimation of efficiency of management of economic security of consumers of housing and utility services on parameters of quality of housing and utility services have been developed. Assessment allows you to assess the effectiveness of economic security management of consumers of housing and utility services on the parameters of the quality of housing and utility services and get the resulting components for such housing and utility services as: from centralized hot water supply; from central heating; on centralized cold water supply and centralized drainage; on household waste management; for the management of an apartment building; on power supply; from gas supply. The approach takes into account the level of current tariffs for housing and utility services, which allows a comprehensive assessment of the economic security of consumers of housing and utility services and take measures to provide housing and utility services of the required volume and quality, on time and at economically reasonable prices.
