The essence of the concept of “market of environmental goods and services” is deepened and its disclosure as a complex, open, dynamic system of socio-ecological- economic relations arising between its subjects in the process of production of environmental and organic products, provision of environmental services, and developing under the action mechanisms of the market, state, and international regulation. The species characteristics and functional purpose of the market of environmental goods and services in the conditions of European integration are revealed. The organizational and economic support of development and regulation of the market of environmental goods and services in the European Union is investigated. The methodological bases of market research of environmental goods and services in the conditions of European integration are substantiated. The conceptual bases of development and regulation of the market for environmental goods and services taking into account the experience of the EU countries are revealed. The main conceptual idea is the formation of an innovative ecosystem of Ukraine and the EU based on the introduction of an integrated approach to organizational and economic development and regulation of the market for environmental goods and services, which will ensure low carbon growth, environmental safety, and consumer needs of environmental goods and services. Methodical approaches to the analysis of the market development for environmental goods and services are offered. The analysis of socio-ecological-economic tools of the creation of the system for production of ecological goods and services is carried out. The diagnostics of the development of the market for ecological goods and services in Ukraine is carried out. A multiple-regression model of consumption of organic products in Ukraine is built, where the analysis is based on the following factors: consumption of organic products in the domestic market; the number of certified producers of organic products; the area of agricultural land allocated for organic production and the capacity of the organic market in Ukraine. The ecological and economic estimation of expenses for the organization of organic land use and production is carried out. The expediency of development of organic production as a market segment of ecological goods and services is substantiated. The socio-economic efficiency of growing organic products is determined. Conceptual provisions of organizational and economic support of development and regulation of the market for ecological goods and services are offered. Proposals for the application of modern tools for regulating the market of environmental goods and services in the implementation of the European Green Course and strategies “Industry 4.0”, which provides for the consolidation of stakeholders and government agencies; diversification of economic activities in the market of environmental goods and services; application of the cluster approach; introduction of an emissions trading system; use of project management models; attraction of grant financing, fundraising and crowdfunding; the use of sharing platforms, “product as a service”, “product life cycle”, which will promote the activation of the business environment, the creation of new niches in the market and investment. Recommendations for certification of rural green tourism have been developed.
