Bilous S. Formation and development of intellectual potential of the region in the conditions of economic globalization

The dissertation is a manuscript in which theoretical and methodological provisions are developed and practical recommendations on formation of the mechanism of development of intellectual potential of the region which represents an important condition of development of regional economy in the conditions of globalization are substantiated. The paper generalizes theoretical approaches to determining the essence and features of the formation of the intellectual potential of the region, improved the concept of intellectual potential of regional economic clusters. The relationships and contradictions in the definition of such concepts of modern economic theory as "intellectual potential", "intellectual capital", "human capital" and based on the identified relationship proposed a classification of intangible assets of the regional economy, which allowed to more accurately reflect their regional structure. The system of principles of formation of intellectual potential of the region is analyzed and supplemented, and it is determined that the implementation of these principles in practice will contribute to the formation and development of effective intellectual potential of the region, which in turn will promote economic growth. For the first time, modern methodological approaches to the assessment of intellectual potential as the basis of intangible assets of the region were proposed, which made it possible to conduct a quantitative non-financial assessment of intangible assets of the Cherkassy region. The tendencies of development of infrastructure of intellectual potential formation are considered and the technique of estimation of efficiency of formation, realization and development of intellectual potential of regional cluster which has allowed to carry out an integrated rating estimation of efficiency of formation, realization and development of intellectual potential of neighboring regions is improved. Intellectual capital as a strategic factor of competitive advantages and sustainable development of the region is studied. A conceptual model of economic stability of the region is proposed, which includes intellectual resources, marketing and information support system, research and development, management (general and functional), risk management, which allows to realize potential opportunities for intellectual potential of the region and increase overall development of the region. The role of intellectual capital in the strategic model of development of economic stability of the region is determined and the directions of system management of intellectual capital in the process of ensuring the development of economic stability of the region are offered. The directions of improvement are offered and the preconditions of development of intellectual potential of the region are analyzed. The ways of formation of the strategic mechanism of development of intellectual potential of the region which realization will allow to solve a range of problems connected with development and improvement of intellectual potential are presented. The mechanism of management of intellectual potential of the regional economic cluster which key element is creation of the Center of definition and formation of intellectual needs is developed. A model of strategic imperatives for overcoming the institutional inefficiency of intellectual entrepreneurship in the region has been developed, which provides an opportunity to present the contours of various managerial influences on the formation and development of effective institutions and forms of intellectual entrepreneurship. The use of a project approach to managing the development of intellectual potential of regional clusters is proposed, the main difference of which from the existing approaches is the realization of the interests of subjects and removal of restrictions, which is the basis of projects for formation and development of intellectual potential of regional economic clusters. The main directions of the strategy of development of intellectual potential of regional clusters are developed and the organizational-methodological and economic imperatives of development of innovative strategy of maintenance of stability of region on the basis of development of intellectual potential are improved. An algorithm for the use of foresight technology in the management of the intellectual potential of the region has been developed, which allows to set goals in the process of intellectual potential management, by reducing the uncertainty of the future and determining the main stages to achieve it.
