The thesis is devoted to the substantiation and development of theoretical and methodological principles, scientific and methodological approaches and practical recommendations for adaptation of Higher Education Institutions (HEIs) of Ukraine to changes in the external environment. There has been given a typology of scientific approaches to the interpretation of the environment according to the analysis of existing approaches to determining its nature. The peculiarities of the HEI’s external environment have been established. The systematization of factors is carried out; the composition of the HEI’s external environment architecture is offered. The three-dimensional framework model is developed. The main socio-economic problems of higher education in Ukraine due to environmental factors are identified. The main economic, social and institutional factors that caused the adaptation processes in HEI have been identified. The interpretation of adaptation as an economic category and as a concept is specified, their author's formulation is offered. Conceptual bases of HEIs’ adaptation to changes in the external environment are formed. A process-project model of the HEI adaptation to changes in the external environment has been developed; it reflects the whole set of projects implemented in a certain period, linking each of them with the corresponding environmental factor. The proposals on the development of the organizational and economic mechanism of HEI adaptation to changes in the external environment. The main processes of HEI adaptation to changes in the external environment are investigated. The evolution of HEI separate structural subdivisions is considered and analyzed. The adaptation of the number of academic staff in HEIs of Ukraine to the changing conditions has been studied. The scientific and methodological approach to the analysis of regional markets of higher education services has been developed. The structure of the adaptation system of the HEIs academic staff labor activity is formed. The ways of HEI adaptation through internal management of work norms for the academic staff are offered.. Management actions to improve the planning of the academic staff work to ensure adaptation to the regulatory requirements of their scientific and professional activity level are substantiated.
