The dissertation is a manuscript in which the theoretical and methodological foundations are developed and substantiated and practical recommendations for managing the economic development of regions and the formation of regional policy are developed.
The paper proposes a concept for the formation of regional policy using a cognitive approach, which consists of the following stages: the implementation of the typology of regions by the level of industrial, economic, scientific, technical and social development; formation of regional policy depending on the type of region and identified problem areas; the formation of a regional investment policy, including the analysis of the investment activities of the regions; development and implementation of innovative business models; assessment of sustainable development of regions. Thus, the study developed author's methods: typologization of regions, assessment of investment activities of regions, assessment and modeling of sustainable development of regions.
The paper proposes a methodological approach to the typologization of regions by types based on a cognitive approach, which made it possible to carry out an effective typologization not based on the selected indicators of its development in the form of a general integral indicator, but on the basis of determining the degree of existing causal, cognitive relationships.
The paper proposes a methodological approach to assessing the investment activity of regions based on a cognitive approach, which made it possible, using a fundamentally new methodology, to assess the degree of investment impact by type on the macroeconomic indicators of regions.

The work carried out the improvement of the system of factors when assessing investments at the regional level by assessing the significance of the selected group of factors by means of economic and mathematical modeling and an approach to assessing the effectiveness of investment activities at the level of macroeconomic indicators of the region's activities by means of economic and mathematical modeling, which made it possible to assess the degree of influence of each individual type of investment at the GRP level.
In the work, the technology of neural networks was used to model the sustainable development of regions, which made it possible, with a high degree of probability, to determine the parameters of the sustainability of the development of regions.
