Essay

This Thesis solves a topical scientific task, which is to substantiate the theoretical and methodological provisions and develop scientific and practical recommendations for public management of inclusive local development in terms of public administration reform in Ukraine and global transformations in the world. The following author's definitions of concepts are offered: «inclusive local development» on the basis of research of a wide range of definitions; «public administration of inclusive local development». The concepts of «inclusive development», «inclusive sustainable development» are revised. It has been established that the new inclusive development theory is a logical evolution of the current scientific product integrated into a series of territorial development theories. It has been proven that inclusive development is a logical evolutionary stage in the search for models of better development of society, society's response to global challenges and a corrective concept of sustainable development based on inclusive growth, social justice, protection of human rights and the environment. As revealed, inclusive development provides a certain rate of economic growth, which should reduce inequality, poverty and social exclusion. Inclusive development emphasizes the distribution of social and material benefits among different groups of the population, as well as the impact on structural factors in order to reduce the manifestations of exclusivity and marginalization of vulnerable groups. It has been found that as averages in incomes and non-income measures of well-being and inequality improve, we may suggest the inclusive development, which aims to improve living standards and more evenly distribute the benefits of increased well-being among different groups.
