The conceptual and integral models of formation and implementation of state policy on ecological development in regions are grounded in the thesis. A systematic analysis of scientific research on the problem of resource provision for formation and development of state environmental policy at the regional level has been carried out. The theoretical and methodological prerequisites for a study of state management in ecological area are revealed, the principal propositions of modern scientific approaches to different issues are defined. These issues include: depletion of natural resources; responsibility of society and state for environment preservation; the paradigm of sustainable development, based on balanced economic, social and environmental components; environmentalism as a general theoretical and ideological orientation of humanity; a need to improve environmental policy at global, national and regional levels. Modern scientific approaches to environmental protection management are highlighted. Legal and regulatory framework and European integration guidelines for formation and implementation of environmental policy at a regional level have been determined. The structural and functional features of public administration system in the field of formation and implementation of environmental policy have been defined. Environmental protection management is carried out at global, national, regional, local levels as well as at public administration level. The essential and substantial peculiarities of environmental management as an environmental centered system of public administration are revealed. Environmental management is a type of management fundamentally oriented to formation and development of environmental production and vital functions of a new environmental quality to preserve natural environment, to ensure public health and to use resources economically in the context of sustainable development. It has been proved that environmental management is a component of environmental management system; it operates at the territorial hierarchical level within a global environmental policy of a state in general, as well as within a region, a separate territory, a corporation, an enterprise in the spheres of market relations. Environmental standards of international (ISO 14000) and national (DSTU) levels are the basis for environmental management as an environmental centered management system.
