The dissertation defines the conceptual and essential apparatus of bioeconomics, which identifies the determinants of its formation, the reasons for differences in the formation of unity of opinion on goals and objectives, value creation, drivers of innovation and spatial orientation forming a holistic view of this new economic concept by formulating an ideal economic model. bioeconomics and the proposal of "simplified" its interpretation. Theoretical and methodological substantiation of approaches to the development of clustering models by identifying problems that hinder the commercialization of biotechnological innovations, highlighting the benefits and drivers of innovative biotechnology clusters based on the generalization of the experience of leading European biopharma clusters. The elements of characterization of bioeconomic potential of the western region of Ukraine are identified with the use of graphical and statistical analyzes in the system-structural approach of research of natural resources and industrial components taking into account the current state of development of biotechnologies. A methodological approach to assessing the innovation potential of the region on the basis of bioeconomy has been developed, using a number of indicators with an emphasis on patent analysis, which allows to reasonably identify those innovations that industrial organizations related to biological science, research institutions and inventors consider significant. a degree of comparability between regions in one aspect of innovation in terms of the level of activity in different technological areas and creates a certain idea of the latest investment areas and strategies of firms for research and, consequently, potential future areas of business. The analysis of investment opportunities in the western region of Ukraine using the approach of assessing the effectiveness of investment capacity for the development of the bioeconomy of the region, which is improved by graphical analysis and modeling a statistical sample of key indicators of investment development. A draft strategy for the development of the bioeconomy of the western region of Ukraine is developed and substantiated on the basis of generalization, systematization and structuring of problems and measures by modeling a clear action plan of politicians, scientists, entrepreneurs, investors and other stakeholders. Approaches to improving state regulation and control in the field of biosafety have been developed, which are represented by systematization of information on global and national legislation in this area and development of practical recommendations for solving the problem of effective functioning of the national biosafety and biosecurity system. A theoretical and methodological approach to building a "road map" for the design of biotechnological industries in the GMP system, which can be used to model the production process in the region on the basis of bioeconomics.
