Antipenko I. Governing of political risks in the conditions of globalization

In the dissertation was carried out theoretical generalization and proposed a new solution to the scientific problem, which consists in theoretical and methodological justification and development of conceptual foundations of public management of political risks in the conditions of globalization. The author analyzed and summarized the main theoretical approaches to the study of the phenomenon of risk as a social and socio-cultural phenomenon. The problem field of research of political risks, forms and specifics of its manifestations was determined. A two-dimensional interpretation of political risk as a state-management category has been argued. The subject, object, environment and factors (sources) of political risks are characterized. It has been proved that the public administration system is an institutional environment for political risk. The content of the globalization process, its key features and their impact on the emergence of risks in national states have been determined. The phenomenon of globalization as a factor in the emergence of political risks has been substantiated. Foreign experience in managing political risks in the context of transformation of the role of the nation state in globalization has been studied. It was established that the mechanism of minimization and prevention of political risks in developed countries of the world is based on the principles of state strategic management. The content of risk factors of modern Ukrainian society development in the conditions of globalization is disclosed. The direct cause-and-effect relationship between the risk forming factors of the Ukrainian state development in the era of globalization and inefficient state management of political and other risks of national importance has been argued.
