As a result of dissertation researches the important scientific and applied problem concerning development of models, methods and information technology for an estimation of critical situations in an intellectual information infrastructure on the basis of cognitive methods is solved. For the first time, a concept for assessing threats to critical infrastructure and defining criteria for classifying infrastructure as critical has been developed. For the first time, a cognitive model of the process of reorganization of critical objects of intellectual information infrastructure has been developed. For the first time, a method for assessing the system of indicators for the reorganization of intellectual information infrastructure, which is part of a complex organizational and technical system. For the first time a method of determining the criticality of the situation in the intellectual information infrastructure, which is part of a complex organizational and technical system, based on the method of formalizing the impact of threats on vulnerable objects using the model of visibility (transparency) of the information system for intruders in the information space and fractal model of the previous finding of vulnerable objects (places) in relation to calls. The technology of modeling the process of development of the structure of the intellectual information infrastructure as a critical organizational system during its reorganization has been further developed. The method of analysis of the consequences of the threat on vulnerable objects of a complex organizational and technical system has been further developed. The model of describing the reorganization of a complex organizational and technical system for neutralizing threats has been further developed.
