Object of research: processes of formation and development of tourist and recreational clusters at the regional level. Purpose: to deepen the theoretical and methodological foundations of the study of tourist and recreational clusters and substantiate practical recommendations in terms of priorities for their formation and development at the regional level. Methods: synthesis, induction, deduction, abstraction, concretization, classification, generalization and system analysis of data, comparison, grouping, statistical analysis, statistical grouping, index method, modeling, economic-mathematical modeling, graphical. Novelty: for the first time an approach to streamlining the institutional structure of the cluster and forms of joint business activities within the cluster, proposed methodological approaches to ensure the viability of tourism and recreation clusters in the regions with aim to determine options of their safe operation through economic simulation of multiple game on forecasting fluctuations of possible economic result under different scenarios of cluster functioning and associations of cluster participants within cities, villages and settlements, developed tools for streamlining relations of cluster members, through which regional authorities and the Cluster Council exert multiple influence on the subsystems of tourism and recreation cluster; the theoretical basis of functioning of tourist-recreational clusters in regions as objects of territorially-oriented integration regional development, scientific approach to formation of regulatory influence of regional council and local governments, business subjects on tourist-recreational clusters, methodical approach to research of economic activity tourist and recreational clusters in the regions, a scientific approach to the identification of tourist and recreational clusters in the regions, based on the method of selection of the main components are improved. Scope of use: in the activities of the Council of Entrepreneurs under the Cabinet of Ministers of Ukraine and the NGO "All-Ukrainian Agency for Sustainable Development and Investment" in identifying potential objects of integration regional development in the field of tourism and recreation; Department of Economic Development of Uzhhorod City Council in developing the "Action Plan for the Development Strategy of Uzhhorod-2030 for the stage 2019-2021", Department of Economics of Mukachevo City Council in developing state policy in the field of economic and social development of Mukachevo City United Territorial Community, Department of Tourism and Resorts of the Department of Economic Development and Trade of the Transcarpathian Regional State Administration to develop a draft Regional Development Strategy of the Transcarpathian region for 2021-2027 and an action plan for its implementation, Department of Regional Development of the Cherkasy Regional State Administration to develop an effective structure of assistance to small towns, settlements and united territorial communities, in the educational process of Mukachevo State University in the preparation of scientific and methodological support and teaching disciplines of the Department of Tourism and Geography.
