In the dissertation the complex research of constitutional and legal bases of creation and functioning of bodies of the government and management of the Soviet Ukraine in 1920-1930th is carried out. Based on the analysis of modern methodological approaches, archival materials revealed the peculiarities of the formation of public authorities and administration in accordance with the Constitution of the USSR in 1919, the Constitution of the USSR in 1919 as amended in 1925 and the Constitution of the USSR in 1929, including the All-Ukrainian Congress, All-Ukrainian Central Executive Committee. Councils of People’s Commissars of the USSR, as well as People’s Commissariats, Plenipotentiaries of the People’s Commissariats of the RSFSR in Soviet Ukraine and local Soviet authorities. The legislative activity of the highest bodies of state power and administration of Soviet Ukraine in the 1920s and 1930s, as well as its steps and stages are described; the structure, forms and methods of their functioning are investigated.
