The thesis is devoted to solving the current scientific and applied problem of developing methodology and tools of information technology for determining and assessing the level of process control in complex systems based on a combination of expert experience and factors influencing the system in terms of risk and uncertainty. The analysis of the complex influence of inhomogeneous factors taking into account the controllability of processes of a difficult system is carried out. A methodology for determining the level of process control in complex systems has been developed, taking into account the following factors: internal and external influences; risk-oriented; subjective; modes of system operation. The toolkit of information technology for assessing the level of process control in complex systems has been developed. The practical implementation of the developed methodology and information technology for applied problems is carried out.
