Theoretical approaches to defining the essence of the public good were systematized and its meaning in the context of the modern paradigm of economic transformations was specified. Public goods are defined as goods and services produced in various sectors of the national economy to meet social (collective) needs. The classification of public goods in the national economy was generalized, substantiated and expanded. It was proposed to include in the classification of public goods such criteria as degree of social significance and nature of economic interests. This allowed to expand the tools and methodological approaches to state regulation of public goods in terms of resource constraints, decentralization reform, taking into account individual and collective socio-economic interests.
The conceptual principles of the state regulation of public goods in the national economy were formed, the institutional conditions of their provision were revealed and the theoretical and methodological approaches to the formation of the institutional environment were proposed. State regulation of public goods was defined as the activities of state institutions aimed at providing the legal framework, forming the institutional environment, defining rules and procedures for the formation, distribution, use of resources to provide public goods, and, as a result, ensuring growth and quality of life and human capital.
The methodology of ensuring the reproduction of public goods and their impact on the socio-economic and innovative development of the economy was proposed. The specific characteristics of the stages of creation, distribution and usage of public goods were determined. Peculiarities of reproduction of public goods on the example of education were investigated. The tendencies of the state provision of public goods were generalized, the regularities of their financing in the national economy and the EU countries were revealed, the recommendations on the use of the successful world experience in Ukraine were developed.
A conceptual model of the mechanism of state regulation of the public goods sector as a multicomponent system of interaction between the relevant components with the participation of state institutions, which have a targeted impact on the process of creating, distributing and consuming public goods in the context of meeting public needs and maximizing consumer satisfaction was developed. This contributes to the growth of socio-economic well-being.
In the context of modernization of state regulation of the public goods system, a strategy for the development of the public goods sector and a stakeholder model of functioning have been developed. Scientific and methodological approaches to the formation of a model of financial security of public goods, the development of competitive relations in the public sector were substantiated, the Human Development Strategy was developed. Collectively, this will increase the efficiency of the public goods sector in the context of political, social, economic, technological transformations, accelerate economic growth and increase the competitiveness of the national economy in international markets, increase socio-economic prosperity and human capital development.
