Bizonych D. Mechanisms of state management of housing and communal services development in the context of decentralization of power in Ukraine

The purpose of the dissertation is a scientific substantiation of theoretical principles, methodological approaches and practical recommendations for improving the mechanisms of public management of housing and communal services in the decentralization of Ukraine. The dissertation reveals the content of national features of the systemic crisis of housing and communal services as an object of public administration and developed the content component of the basic concepts and terms; the peculiarities of the territorial organization of the management of housing and communal services development are studied and the specific features of the state-administrative process at different levels of municipal administration are outlined; methodological provisions of state management of housing and communal services development in the conditions of decentralization are systematized; the normative and legal support of the development of housing and communal services is analyzed and the institutional model of the state management of the development of housing and communal services is outlined; the directions of ensuring the quality and efficiency of housing and communal services are systematized; the problems of formation of financial support for the development of housing and communal services have been studied; the evaluation of the effectiveness of energy efficiency and energy saving reform measures in the field of housing and communal services in Ukraine was carried out and the provisions of the integrated approach to its implementation were specified; ESCO projects are analyzed as one of the leading areas of implementation of world experience in energy efficiency; the peculiarities of the mechanisms of public administration in the field of water supply of territories in Ukraine are established; developed scientific and practical recommendations for improving the mechanisms of state management of housing and communal services in the field of landscaping and waste management.
