he dissertation is devoted to solving the scientific problem of developing theoretical and methodological provisions and practical mechanisms of public administration of the health care system. The paper substantiates the theoretical provisions of public administration in the field of health care on the conceptual and categorical apparatus and assessment of the current state of research. The conceptual provisions of public administration in the field of state security and to establish the impact of the health care system on the level of state security are proposed. Risks and threats to national security in the context of health care reform have been identified. The properties of public administration of the health care system as a structural component of state security have been assessed. The problems are identified and the current state of the health care system as a structural component of state security in relation to the impact of the pandemic on public health, the establishment of features of public funding of the health care system. The properties and critical points of public funding of the health care system have been identified. The directions of expansion of budget programs on financing of the health care system in the conditions of biological threats are offered. A comprehensive approach to modernizing the mechanism of public funding of the health care system has been developed. Public administration of the public health monitoring system has been improved.
