Essay

Object of research: formation and implementation of state policy in the field of cyber security. Purpose: theoretical and methodological justification of ensuring cyber security in the public sector in modern conditions. Methods: historical-genetic, logical-semantic, analysis, generalization, idealization, systemic, abstraction, comparison, formalization, classification, descriptive-inductive, observation, modeling, analysis of statistical data and official documents, comparative-legal, comparative. Results: the scientific problem regarding the development of theoretical and methodological principles for ensuring cyber security in the public sector in modern conditions was solved. Novelty: for the first time, the conceptual principles of ensuring cyber security in public authorities are substantiated, which are divided into two groups: dimensions of cyber security and actions necessary to ensure cyber security; a model of institutional cyber security was developed; the theoretical and methodological model of the development of the national cyber security strategy, which uses the approaches of neorealism, social constructivism, intersectionality, and cyber Westphalian, is justified; improved: a methodological approach to ensuring cyber security in the Gov 2.0 environment; a list of the main principles of institutional cyber security; justification of the main principles of public-private partnership in the field of cyber security; received further development: conceptual provisions regarding the interpretation of cyber security as a public good; identification of the main challenges for the public sector in the context of ensuring cyber security; generalization of foreign practices on ensuring cyber security in the public sector; a methodological approach to the use of various types of power relations in ensuring cyber security; determining the specifics of preventing and countering cyber threats in the public sector of Ukraine.
