Krykhtina Y. Mechanisms of formation and implementation of the state policy of the Ukraine transport industry development

Object of research: state policy of development of the transport industry. Purpose: substantiation of the theoretical and methodological foundations and development of practical recommendations regarding directions for improving the mechanisms of formation and implementation of the state policy for the development of the transport industry of Ukraine. Methods: logical-semantic; comparative analysis; system-analytical; logical modeling and construction; statistical; analysis and synthesis; observation and theoretical generalization; abstract and logical. Results: the actual scientific problem was solved, which consists in the development and substantiation of theoretical and methodological principles and practical recommendations regarding directions for improving the mechanisms of formation and implementation of the state policy of the development of the transport industry of Ukraine. Novelty: for the first time, the conceptual foundations of the strategy for the formation and implementation of the state policy for the development of the transport industry of Ukraine are substantiated; a theoretical-methodological approach is proposed, which consists in the need to change the paradigm of positioning the transport industry as an industry of public production and transition to the concept of formation and implementation of the state policy for the development of the transport industry, which consists in the need to take into account its determining role in matters of ensuring national security in modern conditions and recognition of the transport industry as a subject of ensuring national security; the need to create a State Analytical Center for the Development of the Transport Industry of Ukraine is substantiated; improved: theoretical-methodological approaches to determining directions for improving the mechanisms of formation and implementation of the state policy for the development of the transport industry of Ukraine; scientific and theoretical approaches regarding the directions of transformation of the state policy of the development of the transport industry in the conditions of the European integration of Ukraine by adapting national legislation to European practices; directions of modernization of the administrative and legal mechanism for the formation and implementation of the state policy for the development of the transport industry; received further development: justification of directions for optimization of the state policy of the development of the transport industry; categorical-conceptual apparatus of public management science by clarifying the content of the concepts "state policy for the development of the transport industry", "mechanisms of formation and implementation of the state policy for the development of the transport industry"; systematization of conceptual approaches regarding the functions and features of the formation and implementation of state policy for the development of the transport industry in foreign countries; generalization of the main global trends in the development of the transport industry in the conditions of global transformations. Implemented in the activities of: Department of Financial Planning and Economic Analysis of the "Station Company" branch of JSC "Ukrainian Railway"; Regional branch "Pivdenna zaliznytsia" JSC "Ukrzaliznytsia"; Zinkiv city council of Poltava region; National University of Civil Defense of Ukraine.
