Havrychenko D. Public mechanisms of transformation and development of the healthcare sector of Ukraine

The dissertation substantiates theoretical and methodological approaches and develops scientific and practical recommendations for the implementation of public mechanisms of transformations and development of healthcare in Ukraine (regulatory, institutional, financial, personnel mechanisms, electronic services provision mechanism) in conditions of sustainable development and modern challenges . The work summarizes theoretical approaches to the development of sustainable mechanisms of public management in the field of health care in the conditions of reforms and transformations; the components of the mechanism of regulatory and legal provision of health care in Ukraine are determined, taking into account global and European integration challenges and tasks for adapting program documents to the Goals of sustainable development; the peculiarities of the activities of modern international and national institutions in the regulation of the health care system in conditions of sustainable development and pandemic phenomena for effective interdepartmental interaction of state administration bodies have been identified; the directions of transformations of the public financing mechanisms of the health care system of Ukraine in the conditions of the COVID-19 pandemic and martial law for the sustainable and inclusive recovery of the health care sector after the systemic crisis have been determined; the international experience of implementing public mechanisms of transformations and development of the health care sector through the use of statistical research methods to determine trends in the development of the health care sector was analyzed; the level of achievement of indicators of sustainable development for the implementation of effective changes at various levels of public administration in the field of health care was assessed; the transformational directions of public mechanisms for the development of the health care system in the conditions of reforms, the COVID-19 pandemic and martial law to achieve sustainable development of the health care sector have been determined; the stages of ensuring a capable public health system at the regional and local levels have been developed to increase the effective interaction of state administration bodies and relevant institutions; an assessment of the consequences and results of reforming the mechanisms of public management of the health care system of Ukraine in conditions of decentralization was carried out; recommendations are proposed to ensure the transformation of the health care system, taking into account the implementation of the mechanism for the provision of electronic services for the digitalization of the information infrastructure of medical institutions and the improvement of the efficiency of electronic forms of interaction between the state and citizens; directions for improving personnel support in the field of health care for the development of public transformation mechanisms and the development of personnel potential have been determined; proposed strategic directions for the implementation of public mechanisms of transformation and development of the health care sector of Ukraine in the conditions of the COVID-19 pandemic and martial law in order to achieve the Sustainable Development Goals.
