Essay

Research object: public management and administration in the field of civil protection. Purpose: substantiation of the theoretical and methodological foundations and development of practical recommendations regarding ways of improving the mechanisms of public management and administration in the field of civil defense in Ukraine. Methods: logical-semantic; comparative analysis; system-analytical; historical; analysis and synthesis; observation and theoretical generalization; abstract and logical. Results: an actual scientific problem, which consists in the development and substantiation of theoretical and methodological principles and practical recommendations regarding directions for improving the mechanisms of public management and administration in the field of civil protection in Ukraine. Novelty: for the first time, the conceptual foundations of the strategy of public management and administration in the field of civil defense are substantiated in the conditions of global threats and challenges of today due to Russian military aggression and the COVID-19 pandemic; a theoretical and methodological approach to the formation of the concept of public management and administration in the field of civil defense is proposed; the theoretical and methodological foundations of public management and administration in the field of civil protection based on the application of a broad interdisciplinary approach are substantiated; improved: theoretical and methodological approaches to evaluating the effectiveness and efficiency of the system of public management and administration in the field of civil protection in Ukraine at the global and national levels; scientific and theoretical approaches regarding development prospects and ways of transformation of the system of public management and administration in the field of civil protection in the conditions of European and Euro-Atlantic integration of Ukraine; scientific-theoretical approaches to substantiating ways of reforming the personnel training system in the field of civil protection through the development of the project Concept of personnel training system for the State Emergency Service and the development of directions and methods of optimizing the system of personnel training for the State Emergency Service; received further development: the conceptual-categorical apparatus of the theory of public administration, which, in contrast to the existing one, provides for the interpretation of the concept of "mechanism of public management and administration in the field of civil protection"; directions of modernization of public management and administration in the field of civil defense in Ukraine; generalization of global trends and systematization of conceptual approaches regarding the peculiarities of the functioning of mechanisms of public management and administration in the field of civil protection in foreign countries; organization of the process of interaction of civil defense forces with the population, as the basis of public management and administration in the field of civil defense in terms of prevention, countermeasures and liquidation of emergency situations.
