Essay

Object of research: social relations arising in public management activities in the process of leadership development. Purpose: theoretical and methodological substantiation of the mechanisms for ensuring the development of leadership in public management activity as a specific, multi-faceted, continuous, regular and emergent process in the system of multi-level public administration in Ukraine and developing, on this basis, prospects for its improvement, as well as scientific and practical recommendations. Methods: analysis, abstraction, synthesis and generalization, objectivity, expert survey and evaluation. Results: the actual scientific problem has been solved, which consists in the justification of theoretical and methodological approaches and the development of scientific and practical recommendations for improving the mechanisms for ensuring the development of leadership in public management activities. Novelty: for the first time, a modernization model of the mechanisms for ensuring the development of leadership in public management activities was scientifically substantiated and developed, the basis of which was the 4D branding model; the concept of forming modernization mechanisms to ensure the development of leadership in public management activities is systematically presented; improved: the methodological toolkit of mechanisms for ensuring the development of leadership in public management activities; a scientific approach that determines the systemic effects of the mechanisms for ensuring the development of leadership in public management activity and takes into account the specificity of the process of public management activity; conceptual provisions of the mechanisms for ensuring the development of leadership in public management activities; received further development: the category-conceptual apparatus of the research topic regarding the interpretation of "mechanisms for ensuring the development of leadership in public management activities", "asymmetric complementary leadership"; theoretical provisions regarding the application of the functional-competence approach to stimulating the development of leadership in public management activities; systematization of the principles of the complex action of the mechanisms for ensuring the development of leadership in public management activities, the basis of which is the self-organizing potential of subject-subject partnership relations; justification of directions for adaptation of effective foreign experience in the implementation of mechanisms for ensuring the development of leadership in the field of new public administration. Implemented in the activities of: the Institute for Advanced Training of Managerial Personnel of the National Academy of Public Administration under the President of Ukraine; Interregional Office of the National Agency of Ukraine on Civil Service Issues in the Volyn and Rivne Regions; Executive Committee of Obukhiv City Council (Kyiv Region); Fastivska district council (Kyiv region); National University of Civil Defense of Ukraine.
