Togobicka V. Mechanisms of state regulation of socio-economic risks of Ukraine in the conditions of digitalization

Object of research: state regulation in the socio-economic sphere. Purpose: theoretical and methodological substantiation and development of practical recommendations for the development of mechanisms of state regulation of socio-economic risks of Ukraine in conditions of digitalization. Methods: factor analysis, synthesis and abstraction; logical generalization and historical formalization; induction, deduction, systemic and dialectical analyses; comparison, selection and description; clustering, modeling and forecasting. Results: the actual scientific problem was solved, which consists in the theoretical and methodological substantiation and development of practical recommendations regarding the development of mechanisms of state regulation of socio-economic risks of Ukraine in the conditions of digitalization. Novelty: for the first time, the concept of the development of mechanisms of state regulation of socio-economic risks in the conditions of digitalization is proposed; the methodological foundations of the problems of state regulation of socio-economic risks of Ukraine in the conditions of digitalization are substantiated from the standpoint of taking into account its synergy and ensuring the strategicness of state regulation in this area; a circular model of the impact of digitalization on socio-economic problems, processes and indicators in the state and regions is defined; improved: theoretical and methodological approaches to the assessment of socio-economic risks of Ukraine in the conditions of digitalization using the systematization of integral rating indicators - key indicators of the main international ratings, namely: the UN E-Government Development Index EGDI (E-Government Development Index); NRI Network Readiness Index (WEF/WIT-SA Networked Readiness Index); WDCR digital competitiveness index (IMD World Digital Competitiveness Ranking); The Digital Economy and Society Index DESI; Digital STRI (Digital Services Trade Restrictiveness Index), which made it possible to compare relevant indicators of Ukraine with indicators of other countries of the world; ways of development of the system of state regulation of socio-economic risks in the conditions of digitalization with the application of the provisions of SWOT analysis; determination of strategic and perspective directions of digitalization in the institutional system of state regulation of socio-economic risks of Ukraine; received further development: the provision that the process of digitalization of society, management and economy is a perspective reality of modern times, which represents a complex integrated system of flexible technologies and communications of an intellectual society; mechanisms of economic development and management systems in the field of digitization; determination of directions for improvement of mechanisms of state regulation of socio-economic risks of Ukraine in conditions of digitalization; comparative analysis of the level of digitization of the economy and society abroad according to the rating of global digital competitiveness.
